A client forwards a photo of page one of an IRS letter and asks you to "call them." You cannot. You do not have the year, the deadline, the proposed change, or authority that covers that matter. Finish this intake the same day the scan arrives, before anyone dials Practitioner Priority Service.
The form fields for a new client are in client intake and task tracking. This board is for mail from the IRS on people you already prepare for, and for prospects who only want the notice handled. Scanning and naming the PDF is the paperless filing scheme. When the notice actually requires Form 1040-X, use the Form 1040-X amended return workflow.
01
Read the deadline before anyone calls
IRS Topic no. 652 describes Notice CP2000. The first page has a summary of proposed changes, a phone number, and the steps to respond. It shows what you reported, what payers reported, and a Response form. It is not a bill. You still have to reply. The IRS asks you to respond within 30 days of the notice date, or 60 days if you live outside the United States, if you want a quicker resolution. Interest on a CP2000 generally runs from the due date of the return, without regard to extensions. (Topic no. 652)
Publication 5181 covers CP2000, Letter 2030, CP2501 and Letter 2531. Review the notice against the return. Reply by the deadline on the notice. If you cannot, call the number on the notice and ask for more time. In most of these reviews you do not file an amended return just to answer. (Publication 5181)
You can reply with the IRS Document Upload Tool, by fax to the number on the notice, or by mail to the address on page one. The IRS currently documents those options on the CP2000 series page. (Understanding your CP2000 series notice)
02
Capture the same six fields every time
Admin opens a card before a CPA sees it. If a field is blank, the card is not ready.
| Field | Where it comes from | Stop rule |
|---|---|---|
| Taxpayer legal name and TIN type (SSN or EIN) | Notice, matched to your file | Names match, or you have flagged a mismatch |
| Notice or letter ID (CP2000, CP14, Letter 2030, other) | Top of page one | Exact ID, not IRS letter |
| Tax year | Page one | A year, not this year's return |
| Response due date | Notice | A calendar date |
| Proposed change in one sentence | Summary page | Income, credit, payment or something else, named |
| Full PDF in the client folder | Client upload or your scan | Every page, including the Response form and the payer list |
Add two more once a CPA looks: agree, disagree or mixed; and whether you already have Form 2848 on file for that year and that tax matter. Do not store the original paper as the file. Keep the PDF. Publication 583 still wants records you can produce. The paperless page is the naming scheme.
03
Form 2848 before you speak for them
For a CP2000, Topic no. 652 lets the taxpayer authorize someone to contact the IRS about that notice in the Authorization section of the Response form. Use that when the only job is this notice. Form 2848 is the power of attorney and declaration of representative when you need to speak for them on that year and matter, or on more than this letter. Form 8821 is tax information authorization only. Submit one Form 2848 at a time, even for married filing jointly. The IRS online upload is IRS.gov/Submit2848. Tax Pro Account can process some individual authorizations in real time without the PDF. Check current IRS pages before you pick a path. Processing of uploaded, faxed and mailed forms can be delayed. (Submit Forms 2848 and 8821 online, Tax Pro Account)
On Form 2848, name representatives who may practice before the IRS. Check the box under a representative if they should receive copies of notices. The IRS will not send copies to more than two representatives for the same matter. Enter the nine digit CAF number, or None if they have never been assigned one. (Instructions for Form 2848)
Do not call about a CP2000 on a year you are not listed for. Do not treat a signed 1040 engagement as a blank check for every notice that arrives later.
04
Agree or disagree the way Publication 5181 describes
A CPA decides. Admin assembles the packet.
| If | What the IRS wants |
|---|---|
| CP2000, you agree, tax due | Both spouses sign the agreement form if married filing jointly. Pay, or include Form 9465 or Form 433-D. Return the signed form by the due date. Paying within 30 days stops additional interest from that point. You must still return the signed Response form. |
| CP2000, you disagree in whole or in part | Mark that you do not agree. Send a signed statement that addresses each item. Include copies of supporting documents, not originals. |
| The notice is right and there is other income, a credit or other expenses to report | Topic no. 652 says complete Form 1040-X for that year, write CP2000 at the top, and return it with the Response form. |
| CP2501 or Letter 2531 | Publication 5181: agree or disagree on the Response form. If you disagree, include support and address each item. These often come before a CP2000. |
Copies, not originals. Explain how each document supports the item. If you cannot produce a document, explain how the amount was determined. (Publication 5181, Topic no. 652)

Email: send the scan today
Use this when the client texts a photo of page one.
Subject
IRS [Notice ID] for [Year]: send every page today
Hi [First name],
We cannot call the IRS from a photo of page one. To open this we need:
- A PDF or photos of every page of the notice, including the Response form and any payer lists
- The envelope if the due date is only on it
- Confirmation we may represent you on this notice (we will send Form 2848 if we do not already have one for [Year] income tax)
Upload here, do not email the PDF: [Upload link]
Response due date on most of these is short. Please send the scan today. We will write back with what we think the notice is asking and what we still need from you.
Thanks,
[Your name]

A worked CP2000 for a missed 1099-NEC
Client: Maya Chen. Notice: CP2000, tax year 2024. Payer: a design firm. Proposed change: $18,400 of nonemployee compensation not on the return. Due date on the notice: 30 days from the notice date. She did the work. She forgot the form. Your file has no 1099-NEC.
| Step | Owner | Done when |
|---|---|---|
| Card opened. Six fields filled. Full PDF in the folder. | Admin | Notice ID, year, due date, proposed change are on the board |
| Form 2848 for 2024 Form 1040, income, checked to receive copies. | Admin, client signs | Submitted. CAF path chosen. |
| CPA compares the payer list to the return. | CPA | Agree. No other missing income spotted. |
| Maya signs the Response form (and spouse if joint). | Client | Signed PDF back |
| Payment or Form 9465. | Client | Confirmation saved |
| Packet uploaded or mailed to the location on the notice. | Admin | Date and method on the card |
| Calendar: if the same miss exists in 2025, amend or wait for that year's notice. | CPA | Decision written |
If she disagrees because the payer issued the form in error, you need a corrected 1099-NEC or a signed explanation plus bank support. That collection is the same muscle as 1099 season data collection, only the calendar is the IRS due date, not 31 January.
07
Download the notice intake board
Download the notice intake board. One row per notice. The six fields, Form 2848 status, agree or disagree, packet sent date, and who owns the reply.
If the CPA agrees the 1099 belongs on the return, you still need the form or a signed explanation. Collecting that file is the 1099 season data collection job, on the IRS due date instead of 31 January.

Want the missing 1099 chased after the scan lands?
Intake is a scan and six fields. The delay is collecting the 1099 the IRS already has. The tax season operator drafts that named request. Your staff approve what goes out. Your CPA reviews and signs every return.
